No Start again!!! Is it a wet thing??? 200 1982

This morning out to work, get in the beast, turn the key, it turns/turns/turns, no start. Getting fuel, I can smell it. The fuses are ok. The wires are all in tact. Couldn't do too much troubleshooting this morning, cause it was pouring rain. I'm starting to think the wet weather is causing this, but have some questions.

What is a hall sensor? Was it only used in the Chrysler Ignitions? Could this be causing the intermittant no start? If its not generating a spark, why is it dumping fuel, I thought it had to have spark to send fuel, or what I'm smelling is the initial cold start dump? It ran fine yesterday, This morning no go. Any ideas on what and where to look would be appreciated. Thanks as always.
