Power Fluctuations

Hi:

I have an '84 240 wagon and the motor has power fluctuations, especially when it hasn't full warmed up. It is very noticable when idleing, and happens upon take off. When applying constant pressure to the throttle, it lurches a bit, having definate surges in the motor. Feels like fuel pressure isn't constant. A Mechanic mentioned that it might be an idle stablizer and pointed out a cylindrical object with 2 hoses on it. It is just behind the distributor. He said that if I take it off and spray carb cleaner in it a few times and clean it out that it might help.

Any ideas?
