Horn failure 700 1987

I am not getting any power to the horns. I remember that when I used to push the horn button on the steering wheel, I would hear a clicking noise near the fuse panel like a relay. Now there is no clicking noise and there is no power to the horns. I do not have airbags so the steering column disassembly is not an issue. Any ideas?

Also, I have read that the horn buttons will break upon removal. Is there an easy way to get them out to check them?
