Blown Fuses 200 1989

I drove on the highway today, and found that my power windows wouldnt work, and my air conditioning wouldnt work. I found that the # 7 and # 10 fuse is blown. So I replaced them. On the drive back, the power windows stopped working again. Again, there were 2 blown fuses. What could cause this?
