Fuel distributer 200 1979

This is great. I get to talk to PPL who really know something. I got 2 volvos in the family and they are great cars but my 242 wont crank right away when hot and I have been looking at all the fuel componets in hope that maybe I could see which one is being a badboy. I have come across a solenoid that is across the fuel distributor. Is this the control pressure regulator? I have disconnected the wires so that it dont buzz but couldnt tell any difference. When should this cpr have power on it? I only have a haynes manual and a couple of old car repair manuals so I dont have the greatest in infomation and any help you guys can provide is appreciated.
