Running too rich, not shifting into final gear 700 1990

I have a 760 Turbo. When I get on the highway it will not shift into the last gear. Also the overdrive will not respond when this problem is occuring. I have already taken it to one Volvo mechanic and he looked at the transmition and replaced the belt and the problem seemed fixed for about a month then it started happening again. What do I need to have done?
