lack of turbo boost 700 191

I recently purchased a 1991 740T with 170,000 miles on it. It has had all the required recent mainatance and runs well with no visible smoke. My problem is that it seems to develop no turbo boost over 3,000RPM. The boost gage will rise to 12 o'clock and stays there no matter how high the RPM (up to 5,500). I was told that the turbo was replaced at 140,000 and it appears to be in sound, no oil or smoke. How do I go about diagnosing my problem?
