Heated Seats question 200 86

Does the engine have to be running for power to be supplied to the seats? Or, need it only be in the "run" position?

I am trying to figure out why there is no power at the connectors under the seats, nor to the switches in the center console.

Fuse is OK (#11, 16amp)

Also, wher is the ground wire fir these heaters? Bentley's sas it is alongside the right side of the ddriver's seat, on the transmission tunnel. I see an harness clamped there. Don't recall disconnecting any ground wire when I was replacing the rotted out rear floor....
