Catalytic Converter? 700 1987

I have a "tinty" rattle underneath my car, mostly at low speeds and/or stopped....My regular Volvo mechanic was out of town and I took it to a station who I trust who mainly works on American cars & he said he thought it was the Catalytic Converter. He suggested taking it to one of the Muffler Shops to replace.

Is there any other possibilities or suggestions i.e. diagnosis,ideas, etc.I'm sure they will automatically sat to replace it but I would like to know my options. I live in Georgia & I'm assuming it is illegal to disconnect, I am due for an emissions test next month & I would like to find out any info. Thanks!
