OIL IN UPPER PART OF TURBO 900 1992

SHOULD I BE CONCERNED ABOUT A PUDDLE OF OIL IN THE UPPER PART OF THE TURBO HOUSING WHEN EVER THE HARD PLASTIC HOSE FROM THE INTERCOOLER IS REMOVED? DOES THE LARGE PIECE OF FOAM RUBBER IN THE BOTTOM OF THE AIR FILTER HOUSING SERVE ANY PURPOSE AND WHAT CAN I EXPECT IF I REMOVE IT? AND LASTLY THE SMALL NIPPLE ON TOP OF THE WINDSHIELD WASHER BOTTLE IS USED FOR WHAT (A RETURN LINE OF SOME SORT) THE BOTTOM LINE SEEMS TO BE THE ONE THAT FEEDS THE NOZZLES AFTER PASSING THRU THE TINY FILTER. THANKS FOR ANY HELP WITH THESE QUESTIONS.
