no power to fuel pump 900 90

I WAS WONDERING IF ANYONE HAD THIS PROBLEM. THERE IS NO POWER GOING TO THE FUEL PUMP. I REPLACED THE RELAY AND STILL NO POWER. THE GUY I BOUGHT THE CAR FROM SAID HE LET IT RUN OUT OF GAS. AND WOULD START AFTER THAT. THE PUMP MOVES WHEN YOU PUT HOOK IT STRAIGHT TO THE BATTERY. IF ANYONE KNOWS I WOULD APPRECIATE IT VERY MUCH.
