about the Bulb Failer light. 700 1991

Whenever I turn on my headlight, the bulb failer light on the panel will

turn on too.

does it means anything? I did not find that any light is fail.

I reset the signals, but it still turns on when I switch on the headlight.

What's wrong with my car?
