Remember that you don't work for either your insurance company

nor the insurance company of the person who hit you.

I suggest that you first go to your insurance company, and

tell them that the person who hit you is unwilling to take

responsibility for destroying your car or making proper

restitution. Then tell them that you would love to keep

doing business with them, but if they will not take YOUR

position (which they should, if you pay premiums to THEM,)

you may be forced to seek another insuror. Meanwhile, do NOT

accept an unsatisfactory settlement. If there is any hope of

repairing the car, figure out what the cheapest way to do this

(and do it right) is.

BTW we don't know what year it is or what type. That info

might help.

Then maybe it would be good to get a lawyer to give them

a call if they don't seem agreeable.
