Rust- What is the best paint or coating to stop it spreading? 200 1979

The rear fender wheel well and various locations under the doors are rusting. Sand and coat every year with Tremclad paint but it keeps coming back and spreading? Does anybody know of a better product? Any advice appreciated. Thanks.
