Interior plastic type? 700 1988

Anybody know what the interior door panels (740T, if that matters) are made of? I've cracked a few pieces, but ABS cement doesn't seem to repair them.

Also, if anyone knows how to get the seatbelt to truly retract ALL the way, that would solve the root problem...
