Radiator leaks, solutions... 700 88

My father had the original radiator replaced 6 years ago. It was replaced with probably the cheapest aftermarket radiator that exists. Dunno. I think it is brass. I notice that there is a leak at the upper outlet and I can move the outlet around quite a bit. It feels very thin. Is it possible to resolder the outlet somehow. The rest of the rad doesn't appear to have any leakage.

If replacement is necessary, could anyone tell me what is a good brand that I could get in Canada? I'd love to get IPD's but that would end up costing me about 400CDN!! Can't do that.
