power steering 200 1984

the steering on my wife's 1984 245 with 140,000 has gotten extremely difficult - there seems to little or no power assisting going on.

i checked the fluid & it seems to be fine

any thoughts on how to determine whether the culprit is the rack or the pump ??

according to the service records we got with the car 6 month ago, the rack was replaced less than 10,000 miles ago. i want to believe that the rack is good (it cost the previous owner $370 parts + $168 labor !!) but i suppose it could be bad.

any advise any one could give will be much appreciated
