/// This sounds like two possible problems. For the dash lights and gauges flickering and dimming check the dimmer control and/or connectors in that circuit.

For the turn signal check the fuses. Hold your hand over the fuse block while the lights are in use and cean any fuses that are hot. There have been some posts citing bad connections in the fuse holder so you might check the voltage at the low side, away from the battery. You can check for voltage drop across the entire fuse. Any voltage reading means that there is resistance, corrosion between the two measuring points. There are screws that hold the turn signal switch on the steering wheel that become loose with vibration. I don't know if the loss of ground there would cause your problem.
