I reckon all twin Webers will do is increase fuel consumption without a significant gain in performance if you leave everything else alone.

The twin SU's should be good for around a 130 BHP on an 1800, but not in stock form

Fitting a later twin downpipe manifold and bigger exhaust, the latter being problematic for 544 is helpful.

Make sure the airfilter and carb are in good tune.

Beyond that you're into:

Compression

Ported head

Hotter cam

sorted ignition

Only then will Webers start to work.
