760 ECC Woes 700 1989

Any thoughts out there on what's keeping my center vents from working? I have verified the three vac motors under the dash are good, replaced the big vac lines under the hood on the intake manifold, and now I'm going hand over hand on the little vac lines.

I can't get anything but the side vents and floor vents, which I believe to be the default setting for the ECC. If anyone has any diagrams on ECC operations they could forward, I would be eternally grateful. The Haynes for 700s only goes to '88 and doesn't touch on 760 ECC systems.
