OD not engaging 200 86

I know that there have been a lot of posts on this subject, so please forgive me. Here's what going on with my car. The OD is not engaging. I have checked the fuse, and it is fine. The OD light on the dash does not light up. Is this the OD relay or wiring related to the button on the gear shift or something else? Thanks - George
