B23 vs B230F 200 1985

I am looking at a volvo to buy once more. I had been an owner of a 1985 245 with the standard B230F. The engine was quite reliable, as it has been known to be. I recently saw a 1984 in the paper with 123K miles on it. To my knowledge, the '83-'84 had the B23 engine in them. Is this a good engine? I have actually heard that it is gutless (even for a volvo) and it is not the best they have made. How is the gas mileage (with a manual transmission) compared to a B230F (also manual). Any advice would be greatly appreciated!
