Hand Brake does not release 900 1996

My wife very rarely uses the hand brake on her 965; I use it whenever I use her car - rarely. Today she had to use the hand brake to park in an incline, and upon leaving the handle came down (loosely), but the brakes did not fully release and are dragging, as she just informed me. Being in the Salt Belt probably does not help.

What can be done to (1) release the brakes, and (2) ensure future smooth operation (don't tell me to train my wife to use the hand brake, I have tried!)?
