TIE RODS/RACK AND PINION 200 1986

Recently I bought new tie rod ends for my brick as the old ones particularly the passenger side which has been so loose of late that the wheel has been knocking back and forth hard enough to shake the whole car, sometimes very violently. The other day I raised the car up on a jack and gripped the wheel at 3 and 9 o'clock and shook it back and forth - just to see how badly the tie rod end was worn out. I observed the actual tie rod itself moving back and forth in the rack. Does this mean that my rack is bad and needs replacing? Or can this be fixed.
