Wheel refinishing 200 1987

I recently bought a set of volvo alloy wheels with hubcaps. They aren't in great shape, but they work. I tried to scrape off the finish where it was peeling and polish them, but after two hours of of work on a square inch yielding no progress, i gave up. Does anyone know of a chemical that i can use to strip off the old finish that doesn't damage the wheel? Also, can this be used on the whole wheel, or just the face? Finally, does anyone have any recommendations of paint or clear coat to use? (Please keep in mind that I'm a poor college student)
