intermittent hesitation buffs of black smoke 200 1984

I have a 1984 245 b23f LH2.0 with 225,000 miles recently in the last two weeks I have been experiencing intermittent hesitation at all speeds....

I mainly drive highway 100 miles a day.....It feels like I am toughing the break and releasing quickly when at a steady speed or accelerating...

When the hesitation occures I see a buff of black smoke....

I performed a complete tune up using OEM parts only at 119,000 miles(timing belt aswell) and have recently past the Ontario Drive Clean Test.....

Could this be a fuel pump problem or electrical...
