Timing adjust 200 1983

My 1983 244T has over 250,000 miles. I have replaced the coil, plugs, cap rotor, and the device (I can't remember the name) in the distributor, all vacume hoses, belts, plug wires, cleaned the oil separator and hoses and timing belt. I can't adjust the timing any closer than 15 degrees BTDC. The distributor won't adjust any further. It reached the end of the adjust point. I almost failed the California smog check just because it wasn't 12 degrees +/- 2 degrees. The attendant allowed me to pass because he said the error margin on his timing light allows for the 1 degree variance. That was close. I could only adjust it down to 14 degrees BTDC. Anyway, is something wrong here? Could I have put the timing belt on wrong? (I did it four times). The car runs fine for one with 250,000 miles. I'm just concerned.
