Is it Normal 200 1988

I think that I have figured out partof my overheating problem. I think that my fan clutch is not working. I readin the posts on how to test it by letting the engine warmup and then lisnining for the fan roar and I heard nothing. Am I correct to say that the clutch needs replacing and is it a DIY or pro install? I've already changes the thermostat and had the cooling system flushed and filled but the gauge reads about 3/4 and stays there until I either turn on the heat(which in Atlanta is not very confortable), or drive at highway speeds. Then it returns to the 9:00 position and sometimes it drops below that. TIA for your input
