temperature gauge 200 1991

I'm now beginning to think that my Volvo is not overheating but that there is some problem in measuring the car's temperature. The temp. guage now appers to be stuck about at a point about 1/3 up. The problem could be the coolant temperature sensor, the temp. guage itself or the temp. compensating board. The temp. guage is not behaving erratically but doesn't move beyond the 1/3 mark once the engine warms up, and of course g goes down once the engine is off. Any ideas about which of these 3 components is most likely at fault? The coolant temp. sensor is a cheap part--about $23--.Should I just buy one and replace it and see if that works? Any advice would be appreciated.
