A long time ago I owned a 1961 PV544. It was 6 volts, while your car is 12 volts, but that difference is not significant in your problem. The problem with the wipers on my car was the park circuit did not work at all. The wipers stopped wherever they were when the switch was shut off. I disassembled the motor and found the parking circuit hardware(metal tab with contact point), operated by a cam, had broken in two. I soldered a small piece of reinforcing metal across the broken spot. The wipers parked just fine until I sold the car when I was drafted. I am sure your problem is with the park circuit. There is a hot lead connected to the motor which keeps power to the windings any time the motor is not in the park position. Something is keeping your park circuit energized at all times. Take it out and take it apart. That is an ugly job from under the dash. I did re-assemble the motor 180 degrees out and re-install it in the car. The wipers parked in the up position. Don't do that.
