760T auto redline shifts 700 1988

Heyllo Brickboarders,

Got a question for you guys and gals. Factory spec from Volvo on the B230FT engine is 5800 RPM=160 Horsepower, my 760 NEVER makes it to 5800 RPM, is this normal for an auto transmission? It shifts great, nice and smooth but I am wondering if something needs to be adjusted. Also it will not downshift at around 70MPH cruising at about 2800RPM, so passing someone is a joke. Anyone have any ideas?
