Have you any experience with tip of key breaking off in ignition? 200 1990

I broke off the tip of my key in the ignition and there is none sticking out to be able to start it. I've been calling around and cannot decide if this is a job for a Volvo dealer or a locksmith. The locksmiths refer me to the Volvo dealer and the Volver dealer refers me to the locksmiths. I tried to pull the key out with a paperclip and now the paperclip is stuck but sticking out far. Did I seriously make matters worse with the paperclip? Does anyone have any tips or knowledge on how to solve this problem? Experience with broken keys? In advance, thank you kindly for your attention and assistance.
