According to my voltmeter, alternator is sick 200 1989

sometimes, when I start my car, the alternator and brake failure lights are on and my voltmeter says about 11 volts, until I give gas (2000-2500rpm) and it fixes the problem...

Is it alternator brush related?

I read (in the archives) about changing the brushes with keeping the old regulator. Is it difficult to do that job?? Is it a volvo-dealer-only part?
