Instrument Cluster lights 700 1989

All of my instrument lights just stopped working ( switch lights still fine). I first noticed this about two days after I recieved a jump start, as it was that long before I drove at night. I pulled out the instrument cluster and measured the sockets with a Digital volt meter and got no reading. I checked the fuse, it was fine, but replaced it anyway. I am not sure how to check the seat belt interconnect. Can someone tell me how to check that and where else I might look.... Relays, switches etc. I have scoured the Electrical FAQ's on this site and cant see anything there that relates to this. Thanks in advance
