fluctuating fuel guage 900 1995

I noticed on my 1995 945 today that when gas was at 1/2 tank level...the guage started to fluctuate down to empty...The low gas light also came on.. Filled the sucker and it was only down a 1/2 tank...does this sound like a bad ground??????? bad sender???????? If sender..tank needs to be dropped? any advice appreciated guys.JOHN
