Overdrivenot working, replaced relay- didnt fix, now what?? 200 1989

I let my transmission fluid get a quart low recently (dipsticke was dry- have a leaky rear seal that I am going to fix this week) and had the overdrive lockout. I had replaced the OD relay last September and got it back to working, so I figured it was the same thing again. I replaced the relay with a new one today and no luck. I have looked at the wiring and it looks OK what I can tell. The OD is still locked out with the arrow light on. So now I am stumped, what is my next step? Is the solenoid the next thing to check and are they likely to go bad. I looked up the price $207, so I hope thats not my course of action.
