Chris' points are spot-on. My wife's 940 gets an average of 25-26MPG. It's a fairly hefty car for just a NA 4-cyl (3400lbs), but it makes the most of it.
The Wrangler's 4WD indeed sucks gas even when not engaged - there are still parts reciprocating (hence extra rotational mass), as well as simply more parts (extra shafts and differential(s).)
Aerodynamics? Well, the 940 has a Cd of about .36, still good even by today's standards. I don't have a number for the Wrangler, but I guesstimate about .5? Over 35MPH, you'll be burning a lot more gas to plow the Jeep through the wind.
Tires - the Jeep likely has tall, wide tires. Tall is good for efficient gearing (assuming the final drive isn't really short), but it's also bad in that the sidewalls flex a lot (energy lost as heat), and wider tires have more rolling resistance. The 940 has 185/65-15's, pretty skinny.
Noise - well, the 940 is a luxury car. It has a lot of sound dampening inside, as well as an underhood mat to keep the mechanicals quiet. The Jeep is a utilitarian vehicle that was never meant to cosset its occupants.
