Is it a worn power steering belt?? 200 1979

Hello fellow bricksters. The pulley on my power steering pump is making a racket. When I rev the engine it starts to rattle (the rattle is from a bit of play in the pulley shaft it moves in and out about 1/8th of an inch when I pull on it -which I am told is normal.) I could see some side play in the belt when I reved the engine so I tightened up the belt and this helped but it did not completely stop the rattle. Could it be that the belt is worn? The only other thing I can think of is worn engine mounts. ie. the engine twists when reved and this is causing the belt to slack off. Anybody experience this problem?

PS Turning the radio louder does not get rid of the noise either.
