recirculating air inoperable 200 1985

My 1985 Volvo 240 has a non operable recirculating air switch. That is,

regardless of its position, there is always air coming in from outside the

car, complete with traffic exhaust fumes. Has anyone any idea how to diagnose the culprit and fix?
