High-Pitched Noise Coming from Fan/Air 700 1990

When I have my ECC system (fan or air) set to any position other than the one with an arrow up and down (for the dash and feet), there is a high-pitched tone that emits from the car somewhere in the dashboard. It doesn't happen right away. Sometimes it takes a few minutes. It's not a problem specifically with the air conditioner because it happens whether or not I'm using the air or not and it happens whether I'm using the fan for heat or cooling.

I first noticed it shortly after I had my ignition switch replaced, and I'm wondering if something could have been done under the dash when they replaced the switch to cause it. (I've also noticed that my temperature gauge hasn't worked properly since then.)

Any ideas what that noise could be? It's driving us crazy!
