thrust bearing is tight! 140-160 71

Putting together a B20 bottom end fresh from the machine shop(a good one)

So I popped in th ebearring shells, lubed 'em up good and went to lower in the crank and the sides of the thrust bearing on one side were tight enuf to leave a bright scuff on the bearing shell.

My book says 0.18 end play but just where do I measure...I think it is just a skosh tight ( no way could I get a 0.18 feeler in there)

Can I carefully sand this excess? using a very flat surface,,,?

Or is it back to the machine shop for me?
