Lower Shock Bolt Frozen 900 1993

I'm replacing the rear shocks on my 940 for the first time. Eight years of NY winters have taken their toll on the lower shock bolt - nut came off OK, but I can't drive the bolt through the lower shock busning. Never had this happen on the 140 and 240 cars I've replaced shocks on - including one real rust bucket! Do I go with a bigger hammer, heat the shock bushing w/propane torch, or take a cut-off wheel to the bolt? Any experience/recommendations appreciated. Thanks...
