SILLY Question. carpet or something rubbing top of foot while braking 200 91

I am about to buy this car and on a test drive i noticed that a piece of fabric or something rubs up against the top of your foor (the fabric is up inside the area under the steering wheel/instrument cluster and rubs against your toes).

Now I know this is probably nothing more than putting it back in place... but .. i'm wondering if there is a reason why it's loose? i.e. has someone been working on something down there? The bulb light also comes on and flashes when braking, but I think that is a brake light that is out.

Oh yeah and the magazine/compartment on the passenger door is cracked. It looks kinda flimsy and I figure it is easy to crack... Should i just glue this up a bit or is that one piece replaceable? I think glue (and being careful when closing the door) would work just fine.

Please advise if you have any thoughts.
