Injector O-ring kits from Volvo 200 1989

Why do the O-ring kits from Volvo contain three O-rings? Volvo says it takes one kit per injector but it only takes two kits to get six O-rings- more than enough to do a car. They are not normally in the habit of giving something for nothing! The kit also contains a gray plastic ring and a yellow cap with a hole it. I've never been able to figure out what those are for- can anyone enlighten me?
