So you are saying there a re no pumps running when not jumpered? But you have power at the fuel pump relay. Do you have power at the main pump when cranking?

Start there, and move back. If you don't, then its not likely that you have a good relay. If you do have power,do you have aprk at the plugs? In other words, fire all the way down the hole.

If not, i suspect you have an ICU dead. These things don't tend to have aBD ecu'S. If you need one, ther's one on ebay for 25$.
