Poor Performance (under load) 700 89

1989 745 GL (Regina FI Systemm?). Car runs good, but has no pick-up. As long as you are just doing "Sunday Driving", you probably wouldn't notice. However, come on to a hill, no matter how small, and you will notice the lack of power. Also notice when trying to pick up speed. Now, I realize that I'm not driving a "powerful" car, but the thing is that when I first bought it, it only happened intermitently. So I know there's something wrong. My "guesstimate" if I had to put it into numbers, is that the car is running at about 70%, that big of a difference. Like I said before, in the beginning it was intermitent, and boy could I feel the difference! Especially going up hill. One more thing, whenever it's running good, it does VERY good on gas. Gas mileage with the problem is VERY poor! Someone once suggested a small vaccum "part" located behind the strut on the driver's side. And for a minute, I thought we had found the problem, because after I played around with it, the car seem to be doing fine. But that didn't last long. Now that doesn't work either. Does anyone know how to test this "gizmo? Any other vaccum hoses I should looking at? Connections? Thanks in advance, and sorry about maybe going on for too long...
