loose wheel bearings 200 83

I pulled and repacked my front end wheel bearings about six months ago and didn't notice alot of wear and tear. After about two weeks the front-end started making squeeling sounds. I had to drive from Maine to VA like that and when I had a chance I jacked the front end and both wheels rocked noticably. After pulling the cotter pins both nuts werer no longer finger tight. I tightened them and put everything back together. About three months later the front-end was making the same sounds and I pulled the wheels and found the same thing, the nuts were no longer tight, both could be turned about a quarter turn by hand. I retightened them but now a week later I'm starting to get the same squeeling sounds that go away when the wheel is turned. Any thoughts?
