Yep. It happens that way headed west.

Note that one hex fitting is affixed to the pan (and won't spin), but the one on the dipstick tube is the one to loosen.

Your options are to use heat or cut it off and replace the pan 'n dipstick tube ($$$$). If you successfully remove it, be sure to slap on the never-seize at reassembly.
