Headlight wattages- what's legal??? 140-160 68

Does anyone know what the legal regulations are concerning headlight wattages? I just got pulled over for my H-4's that I have had for about a year and was told that they are illegal because they are over 55w/65w. What got the attention, though, was the color; they have a slight greenish tint that is definitely NOT blue. But his main concern and the basis for the warning was the power. I was hoping to get a set of normal colored, 90w/100w's to replace these. It apparently didn't matter that it's the middle of the day, they are aimed correctly, and the last 5 (appx.) cops to pull me over haven't had a problem with them, not to mention all the other drivers on the road. Also, aren't the non-sealed beam H-4's illegal in some areas? I'm in Oregon, by the way. Any info, loopholes, etc. much appreciated!
