Canīt adjust timing 700 1986

Here is my problem. I have a ī86 760 turbo (B230FT) and i canīt adjust the ignition timing. I have replaced the timing belt and the new one is correctly on, the problem was also before that. The time should be, if iīm correct, 10° before but ewen if i turn the ignition all the way to one end i canīt get it closer to that but 15°, The engine runs fine, a little rough, but has no power and heats up to normal temp wery quickly (and i mean WERY quickly). I,ve been told that the ignition only can go in one way so what is wrong. Any ideas would be appreciated but if someone knows what the problem is i would be wery happy to hear about that.
